MPG: the environmental performance requirement for buildings
The MPG turns the environmental impact of a building over its whole life into one number. Here is what the requirement is, what changes on 1 July 2026, and where each figure comes from.

What it is
The MPG (milieuprestatie gebouwen) expresses a building's environmental impact over its life cycle, in euro per m2 of gross floor area per year. A calculation is required when you apply for a building permit, and it uses data from the Dutch National Environmental Database (NMD).

Who it applies to
New buildings that need a permit. From 1 July 2026 the requirement also applies, for the first time, to schools, shops, care buildings and industrial buildings, and the number of impact categories rises from 11 to 19.

What the MPG is and when a calculation is needed
Life-cycle environmental impact of a building. A calculation is compulsory for a building permit and uses NMD data.
Relaxed requirement for small dwellings and non-compact offices; small industrial and other buildings exempt

The limit values from 1 July 2026 come from RVO and from trade press (Bouwwereld). We have not checked them against the legal text of the Besluit bouwwerken leefomgeving, so confirm them there.

What is the MPG?

What are the MPG limits from 1 July 2026?
RVO and Bouwwereld both give 1.6 for residential and 1.55 for offices. Bouwwereld, a trade publication, also reports 1.85 for schools, shops and care buildings and 1.8 for other buildings. Confirm all values in the legal text before you rely on them.
What were the limits before?
Until 1 July 2026 the maximum was 0.8 for residential and 1.0 for offices, according to the IPLO portal of the Dutch government. RVO says scores can come out higher under the new method because the number of impact categories rises from 11 to 19.
Which buildings are new in the requirement?
According to RVO, schools, shops, care facilities and industrial buildings fall under the MPG requirements for the first time from 1 July 2026.
Who maintains the data behind the calculation?
The NMD foundation keeps the environmental database and the calculation method, and validates calculation tools. It does not perform the calculations.
Does Modou calculate the MPG?
No. Modou does not calculate the MPG and shows no MPG score. It reads the documents in a tender package and lists where they name an MPG requirement.
